INTRODUCTION
Central Institute of Plastics Engineering & Technology (CIPET) is a premier institution devoted to manpower training and technical services to the plastics and allied industries. CIPET has been accredited with ISO 9001:2000 certification on "DESIGN, DEVELOPMENT AND CONDUCT OF SPECIALIZED TRAINING COURSES IN PLASTICS ENGINEERING & TECHNOLOGY AND RENDERING TECHNICAL/ CONSULTANCY SERVICES IN DESIGN, TOOLING, PLASTICS PROCESSING & TESTING TO THE PLASTICS & ALLIED INDUSTRY".

CIPET was first established in 1968 at Chennai under the Ministry of Chemicals & Fertilizers, Govt. of India with the assistance of UNDP. Over the years, the need and necessity of CIPET services was felt by various State Govts. and extension centres were established at Ahmedabad, Amritsar, Bhopal, Bhubaneswar, Hyderabad, Imphal, Lucknow, Mysore, Hajipur, Haldia and Guwahati. Recently, Planning Commission Government of India has approved establishment of New CIPET Centres in States of Rajashthan, Maharashtra and Haryana.

All CIPET centres have uniform infrastructure facilities in the areas of Design-CAD/CAM, Tooling, Plastics Processing, Testing & Quality Assurance under one roof. CIPET conducts seven long term courses leading to Post Graduate Degree (M.Tech.), Post Graduate Diploma, Post Diploma and Diploma in various disciplines of Plastics Engineering & Technology. The infrastructure facilities in terms of machineries, equipments are continuously upgraded/modernised to match with the technology development and needs of the industry globally. CIPET has ambitious plans of extending its presence in South East Asian and Middle East Countries. Asian Institute for Development Studies, Manila (Phillipines), UNIDO - Nigeria have enrolled CIPET as consultant for providing technical and training services in Plastics Engineering & Technology. Discussion with German, American, Malaysian and reputed Indian Institutions are in progress for mutual co-operation/collaboration.

To keep the industry abreast with the new technological development and update the skill levels of the personnel working in the industry, short term programmes, tailor made programmes, modular training programmes, technical seminars are conducted on Design, Tooling, Plastics Processing, Plastics Testing and Quality Assurance.

a) Manpower Development

Since inception, CIPET has been providing dedicated service to the plastics industries in India by providing Trained manpower in different disciplines of Plastics Engineering and Technology.

CIPET’s achievements with regard to long-term courses, short-term courses & technical services are summarised as follows: -

Long-term courses
Over the years, with the significant growth of Petrochemical Sector in India, CIPET has played a consequential role supplementing the growth of downstream plastics industries by providing trained Manpower for the Plastics Industries through Long-term courses in the field of Plastics Engineering & Technology.

CIPET trainees are very well recognised by the industry for Placement at different levels in India as well as in other neighbouring countries such as, UAE, Singapore, Malaysia, Saudi Arabia and in recent years, demand for CIPET trained candidates in Europe, North America and Australia is also increasing.

CIPET courses are very well accepted by plastics and allied industries in India and abroad. CIPET qualified graduates are offered employment in supervisory/ managerial positions in different technical departments of plastics conversion/ processing/tooling/raw material manufacturing industries not only in India but also in South-East Asia, Middle-East and North American countries. On successful completion of CIPET course about 10% aspirants opt for entrepreneurship.

CIPET has trained around 27,000 trainees till date in different disciplines of Plastics Engineering & Technology i.e. Mould Manufacturing, Design, Plastics Processing, Testing & Quality Control and Machine Maintenance. In the fast changing technology scenario, CIPET is focussing on R&D activities in the following major

The project envisages to develop and characterise polyolefin based nano-composites and study the commercial viability of the developed composites.

Optimisation of Materials and Properties for the development of shoulder pad, front and firing grips using Nylon-6 used in Defence applications

10 Development of Contour Plastic Welding System for Disposable NBC Suit. The project envisages development of various sealing methods for fabrication of sample suits and various contours.
11 Design & Development of Modular Prosthetic Appliances. The R&D project has been undertaken with the objective to design and develop modular below knee and above knee prosthetic appliances. The project has been taken in collaboration with Rotary Mysore Mahaveer Artificial Limb Centre, Mysore & District Rehabilitation Centre, Mysore .
12 Development of FRP Engine & Nozzle containers. The developmental project's objective includes the design and development of FRP engine containers, nozzle containers to be used for liquid propulsion systems.
13 Development of Carbon Black Filled LDPE based master batches. This project has been carried out for M/s. Sun Petrochemicals Ltd., Mumbai with the objective to develop carbon black field LDPE masterbatches.
14 Development of Bubble Dosimeter The project for development of Bubble Dosimeter has been undertaken for Defence research laboratory.
15 Replacement of Metallic parts at direct action hand pump to plastics with special emphasis on corrosion of part in coastal areas. The project has been successfully completed with objectives to produce corrosion resistant parts for use in coastal areas.
16 Development of FRP Boats The project has been successfully completed for Defence application.
17 New curing systems for thermoplastics toughened, thermoset epoxies.

The project is an Indo-US Joint Initiative to develop silicon based multifunctional epoxies and curing agents to investigate Tg values and other properties with and without thermoplastics modifiers.

18 Development of Gas assist system for the conventional injection moulding machines

The main objective of the project is to develop simple and indigenous system for gas-assist injection moulding for various end-use applications.


CIPET's Interactions
a) Interaction with Bureau of Indian Standards (BIS) and International Organization for
     Standards (ISO):

Testing, Quality Control & Standardization have been one of the core objectives of CIPET's technical services to the plastics and its allied industries in the country. For the past few years, CIPET has consolidated its interaction with Bureau of Indian Standards (BIS) and International Organization for Standards (ISO) in standard development activities pertaining to plastic materials and products. CIPET officials are represented in various Sectional Committees as well as Sub-committees of BIS. Director General, CIPET has been nominated as Chairman for 02 important BIS Sectional Committees i.e. CED 50 (Plastics Piping System Sectional Committee) & PCD 12 (Plastics Sectional Committee). Also, CIPET officials are represented in 13 different Sectional Committees and actively participated in the meetings/deliberations pertaining to testing & quality assurance of plastic materials and products.

As a result of participation of CIPET at ISO TC 61– “Plastics” meetings, Director General, CIPET has been nominated as a Member of Task Group comprising Members from Canada , USA , U.K. and Japan by ISO TC 61/WG-2 for “Terminology on Recycling”. Also, CIPET is participating in the International Ring Test Committee for formulating an ISO Standard for testing of Biodegradability of plastics materials & products.

a) Interaction with National Mission on Bamboo Applications (NMBA), Government of
   India.
National Mission on Bamboo Applications (NMBA), India was launched with the initiatives of Planning Commission and Technology Information Forecasting and Assessment Council (TIFAC), Government of India in the year 2003, with the objectives to devise a roadmap/action plan for development of Bamboo Sector in the Country. CIPET has been actively involved as a Mission Partner with NMBA/ TIFAC for exploring possibilities of developing bamboo based polymer composite products inline with the contemplated vision of Government of India to exploit the potential of natural resources like Bamboo across the country. TIFAC/NMBA has been utilisting CIPET's services for testing of various of types of Bamboo based products.

Reckoning the potential of Bamboo fibres as reinforcing filler in thermoplastics materials like PP & PE NMBA sought CIPET's collaborative assistance in validation of process and technology for Bamboo fibre reinforced thermoplastics. NMBA recognised CIPET as the nodal agency for product development, testing, technology adaptation and subsequent transfer of technology to entrepreneurs, since CIPET has excellent infrastructure, expertise and testing facilities under one roof.

C) Interaction with Overseas Institutions / Industries
The capabilities and capacities of CIPET are being extended to SAARC, Gulf & Middle-east countries, Southeast Asian Countries, through organising training programmes & by providing technical consultancy services.

CIPET has entered into an MoU with M/s. Q-Panel , USA for setting up of Calibration facility at CIPET – Lucknow to carry out the Calibration of equipments / instruments jointly by CIPET and M/s. Q-Panel Lab Products in South-East Asia.

Vision of CIPET
CIPET envisioned to become an apex institution of International repute and assist small and medium enterprises (SMEs) to successfully meet the global challenges in post WTO scenario through training and technology support.

Assist small and medium scale industries in India to constantly upgrade technology and

  manufacturing processes as to successfully face increasing global competition

Constantly enhancing capacity utilisation of testing, processing/job working, tool room and

  CAD/CAM facilities also through efficient costing and pricing modes.

Collaboration with national and international institutions for faculty and student exchange.

Attainment of Deemed University status for providing graduate & post graduate degrees to

 

students of specific long-term programmes.

Business Development Cell (BDC) and Customer Service Centre (CSC) to be firmly established at

  CIPET to foster growing industry requirements.

Pursue Joint Ventures with plastic processing units, testing units and machinery, equipment and

  instrument manufacturers. CIPET's contribution could cover installation, commissioning, training
  and machine maintenance.

Explore and pursue overseas consultancy assignments vigorously as to extend reach and scale of

  activities and also enhance income generation.

Establishing an Application Development Centre: Explore newer application for polymer blends,

  alloys, composites, nanocomposites, recyclates etc.

Recycling of plastics and application development of value added recyclates as well as waste

  management.

Design and development of modular prosthetic appliances at commercially competitive costs.

Establishment of CIPET centres in other underdeveloped regions-South Africa , SAARC, Gulf

  Countries Council (GCC) and common wealth countries.

CIPET to attain the status of certifying and inspection agency for various State and Central Govt.

  agencies pertaining to plastics and allied products for establishing best manufacturing practices.

CIPET would focus on mould making with updated CNC machines contributing to import

  substitutions, saving of foreign exchange and growth of the economy of the country.

Conduct of Entrepreneurship Development Programmes (EDPs) through NGOs with the financial

  assistance from Industrial Development & Financial Institutions.

As the support and service institution, CIPET's mission is to augment interaction with the user industry and entrepreneur for mutual benefit. CIPET would be targeting to embrace wide range of activities in extending technical assistance to the industry to make them competitive and techno-commercially viable in the global market place.
