Viet Nam Indonesia and Taiwan have been accused of dumping plastic bags by two American companies according to Viet Nam's Ministry of Industry and Trade. The anti-dumping complaints have been lodged with the US Commerce Department and the International Trade Commission by Hilex Poly Co LLC and the Superbag Corporation against polyethylene retail carrier bags, coded HTS 3923.21.0085, imported from Viet Nam, Indonesia and Taiwan. Another complaint alleges the subsidisation of polyethylene retail carrier bags shipped from Viet Nam.
The anti-dumping margin for Vietnamese bags is alleged to range from 30.74-75.13%, 73.94-100.33% for Taiwan; and from 37.45 to 50.9% for Indonesia.
As the US deems Viet Nam a non-market economy, the complainants have nominated India for calculation of the dumping margin. The US Commerce Department is expected to deliver a preliminary decision in May and its final decision in January. Figures show that the US imported PE bags worth about US$19.2 mln from Viet Nam in 2006, increasing to US$71.8 mln in 2007 and US$85.8 mln in 2008.
