India has initiated an investigation on PP imports originating from South Korea, Taiwan and the US. According to a letter obtained by ChemOrbis that was sent to South Korea’s Embassy, India’s Department of Commerce had received “a fully documented application from the Indian Industry manufacturing polypropylene” that alleges that PP has been dumped from South Korea and has caused “injury” to the Indian Domestic Industry. According to an “Initiation Notification” dated February 10, 2010, Reliance Industries Ltd. on behalf of the domestic industry has filed the application for initiation of an Anti-Dumping Duty investigation concerning imports of ‘Polypropylene originating in or exported from South Korea, Taiwan and USA’ and the Department of Commerce has found sufficient evidence to launch the investigation.
In addition to Reliance, two other producers, Haldia Petrochemicals Ltd and Reliance Petroleum Ltd have supported the application. The Department of Commerce declared in its notification that there is sufficient evidence that the normal values of PP in the abovementioned countries were “significantly higher” than the net export prices. The Department also said there is evidence of injury on the domestic industry due to this alleged dumping in the form of “increased volume of dumped imports, price underselling, price suppression and decline in profitability, return on capital employed and cash flow for the domestic industries.”
The period of investigation is 1st July 2008 to 30th June 2009 for a twelve month period. However, the injury investigation period will cover April 2005-March 2006, April 2006-March 2007, April 2007-March 2008, and April 2008-March 2009 plus the period of investigation. All concerned suppliers have 40 days starting from February 10, 2010 to submit any information regarding the investigation.
