One of North India's most ambitious projects seems set to be commissioned at Phulokhari in Bathinda. The tie-up between LN Mittal-owned Mittal Energy Investments Pvt Ltd and HPCL is to materialize into the Guru Gobind Singh Refineries Limited (GGSRL), construction for which has commenced. The 9 million mtpa capacity refinery is scheduled for commissioning by August 2010. The refinery will also produce 360,000 tpa of polypropylene. The company also plans to acquire about 200 acre land. It has also requested that an area of 1 km radius around the refinery should be declared as 'No Development Zone'. The company is in talks with the local administration to open ITI's for training manpower. The company has received right of use for laying 1,012 kms pipeline to carry crude oil. The foundation stone for the refinery was laid in 1998, by Atal Bihari Vajpayee, after which the project remained stalled for almost 12 years due to controversies. HPCL had already spent Rs 300 crore for the development of roads and infrastructure of the plant before suspension of the work.
