After a delay of about six months, CNOOC- China's top offshore oil firm, plans to start running its first major refinery in late March. A trial run is reportedly being planned at the 240,000 bpd refinery located in South China's Guangdong province. CNOOC plans to expand the refinery to 440,000 bpd and add a 1 mln tpa ethylene unit during 2011-2015.
