Higher import PE prices face resistance in China

In China, overseas producers initially approached the market with firm July import PE prices last week pointing to higher costs and limited availability, as per ChemOrbis. However, this week, a Middle Eastern producer stepped back from their hike requests for July after meeting resistance from buyers. This was partly due to softer prices in the local market, where effects of the new capacities in the country dampened sentiment. While import prices were announced higher for July, the losses witnessed in the local market over this past week caused import prices to carry a premium, hampering buying interest for imports. A Taiwanese producer revealed export PE prices for July with increases of US$15-25/ton from June last week. A source from the producer commented, “We are facing difficulty in concluding deals at our new levels and we received a few counter bids well below our prices. Weak demand combined with sales pressure may push us to concede to some discounts in order to conclude deals. Demand remains sluggish in other overseas markets as well.” A South Korean supplier rolled over their July HDPE film prices from June last week, with the producer’s prices standing at the high end of the overall import range. “Our prices are above the prevailing market levels as we have a limited allocation. We received several counter bids around US$50/ton below our prices,” a producer source said. This week, a Middle Eastern producer stepped back from their initial July prices to China after meeting buyers’ resistance to their higher offers. The producer, who had initially announced increases of US$20/ton for both LDPE film and LLDPE film for July, withdrew their hike requests and conceded to rollovers at the beginning of this week. A source from the producer reported, “We are still struggling to conclude deals even after revising our prices. We received a few counter bids US$40-50/ton below our prices. However, we are planning to insist on our prices in the short term.” In the local market, PE prices are down CNY50-200/ton (US$8-33/ton) from last week as the impending start ups of new PE plants continue to weigh down sentiment. Wuhan Petrochemical, a joint venture between SK Group and Sinopec, began test runs at its PE plants in Wuhan City, Hubei in the middle of June and commercial runs are slated for mid-July. The two HDPE and LLDPE plants each have a capacity of 300,000 tpa. Sichuan Petrochemical is also planning to start up two PE plants, with a combined capacity of 600,000 tpa in August. The company started test runs in the middle of last month and it was expecting to reach commercial runs in July. According to ChemOrbis, a converter reported, “Buying interest for our end products is thin and we are cautious about our purchases following local producers’ price cuts. Import prices lack competitiveness against local cargoes.” A distributor said, “We reduced our volumes for import cargoes given competitive local material. Demand from converters remains weak these days and we have to concede to discounts to conclude deals.”
