State-owned Libyan National Oil Company (NOC) and Dow Chemicals have reached the final stage before signing the agreement to operate and expand the Ras Lanuf petrochemical complex in Libya, with ethylene capacity of 600,000 tpa ethylene.The JV agreement includes the Ras Lanuf site’s existing naphtha cracker, two polyethylene production facilities and associated infrastructure.
The project will include refurbishment and expansion of the existing units, construction of an ethane cracker and additional polyethylene and polypropylene facilities. Later phases will include construction of additional hydrocarbon, plastics and chemical production facilities based on natural gas.
