Japan's Seibu Oil Co Ltd. has constructed a new 25,000 bpd heavy naphtha reformer at its sole refinery, located in Yamaguchi, Western Japan. In 2006, Seibu Oil had planned to build the new unit, called a continuous catalyst regeneration platformer, for about 20 billion yen. The new unit will replace a 21,000 bpd catalytic reformer at the plant, which will be used as a back-up facility for the new unit in case of shutdowns.
