GAIL (India) Ltd., Numaligarh Refinery Limited (NRL), Oil India Limited and the Assam government have signed the joint venture agreement for the Rs 5,460 crore Assam gas cracker project. GAIL will hold 70% equity in the JV and the balance 30% will be shared equally between Oil India, NRL and the Assam government.
The integrated petrochemical complex is proposed to be set up at Lepetkata in Dibrugarh district, and is estimated to be completed in 60 months from the date of financial closure. The site has been identified by the Assam government and necessary Environmental clearance has been obtained. OIL will supply 6.0 million standard cubic metre a day (mmscmd) gas as feedstock for the project. ONGC will supply 1.35 mmscmd gas till March 31, 2012 and 1.00 mmscmd thereafter. The complex shall utilise 160,000 tpa of petrochemical grade naphtha from Numaligarh Refinery Limited (NRL).
The petrochemical complex will comprise a gas separation plant, cracker unit, downstream polymer and integrated off-site utilities plants. The complex has been configured with a capacity of 220,000 tpa ethylene, 60,000 tpa propylene, 220,000 tpa of HDPE/LLDPE, 60,000 tpa of polypropylene, 55,000 tpa raw pyrolysis gasoline and 12,500 tpa of fuel oil.
