As per the recently concluded investigations concerning imports of polypropylene (PP) from Oman, Saudi Arabia and Singapore into India, Government of India will impose provisional anti-dumping duty on PP imported from the above countries. The recently issued notification (June 15, 2009) by the Ministry of Commerce recommends imposition of provisional anti-dumping duty on PP producers/exporters from Oman, Singapore and Saudi Arabia ranging from nil to US$ 1033.65/MT.
For polypropylene imported from Oman, duty recommended for Oman Polypropylene LLC is nil while for all other players will attract US$977.67/MT. For Saudi Arabia, Saudi Polyolefins Company will enjoy a duty waiver while Advanced Polypropylene Co. will have to shell out US$ 440.48/MT to export into India. All other Saudi producer/exporter combinations will attract anti-dumping duty of US$ 820.55/MT.
In case of Singapore based PP producers/exporters, the highest anti-dumping duty amounts to US$ 1033.65/MT. The producer/exporter combinations of The Polyolefin Company (Singapore) Pte. Ltd./Marubeni Chemical Asia Pacific Pte. Ltd and Exxon Mobil Chemical Asia Pacific, Singapore/ Mitsubishi Chemical Thailand (Co.) Ltd. will attract nil duty. Anti-dumping duty for other players in Singapore ranges from US$ 44.43/MT to US$ 1033.65/MT.
The investigations on the above matter were triggered by an application from India's leading PP producer Reliance Industries Ltd. on behalf of the domestic PP industry. Spelling a major benefit to the domestic producers', the notification concluded that PP exported to India from the above three nations were below associated Normal values and that the dumped imports reduced competitiveness of domestic players.
On the other hand, plastic processors in India along with the PP producers from the exporting nations protested the government's move to initiate investigations on PP anti-dumping in March. After the issue notification, these entities are voicing their concerns against such 'unjustified and unfair' anti dumping duty recommendations on polypropylene.
