81% of 819 platforms and 69% of 134 rigs operating in the Gulf of Mexico were evacuated before the storm, representing a loss of 1.5 million bpd of crude. Many of the other US Gulf refineries appeared to have escaped undamaged and few with power around Houston are in start-up mode.
At Port Arthur, Valero Energy Corp. sustained "significant damage" at its 250,000 bpd refinery, and a restart could take 2-4 weeks, and Royal Dutch Shell and Total have yet to give restart times for their refineries.
Exxon Mobil's 557,000 bpd Baytown, Texas, refinery, the largest in the United States, had escaped significant harm.
