C3 Petrochemicals' plan to build a US$1.2 bln propane dehydrogenation (PDH) plant facility near Alvin, Brazoria County, Texas, has received the final greenhouse gas (GHG) prevention of significant deterioration (PSD) permit from the US Environmental Protection Agency (EPA).
The facility will convert propane to propylene, as per chemicals-technology.com. The PDH process is said to lower GHG emissions through a continuous catalytic regenerator that does not require combustion or steam.
EPA said that the permit drafted by the Texas Commission on Environmental Quality (TCEQ) and issued by the EPA is part of a program to support timely permitting in Texas. C3 Petrochemicals filed an application to the EPA in February 2013 for a PSD air quality permit for the project.
Texas is currently working on a program to replace the federal implementation plan, which will eliminate the need for businesses to seek air permits from EPA.
