Idemitsu Kosan Co, Japan's second-largest refiner, is weighing the option of joining Vietnam's second oil refinery project scheduled for completion by 2015. This partnership will be initiated with Idemitsu signing an initial agreement to study participation in the Nghi Son refinery to process about 140,000 bpd and produce petrochemicals will take several months.
Vietnam is Southeast Asia's third-largest oil producer, but a lack of refineries has forced the country to continue importing all its refined product needs
