The Malaysian government has completed its investigation and confirmed that the dumping of polyethylene terephthalate (PET) from Chinese Taipei, Indonesia, Korea and Thailand had materially injured the domestic industry. Under section 25 of the Countervailing and Anti-Dumping Duties Act 1993, definitive anti-dumping duties will be imposed on the producer/exporter involved.
The anti-dumping investigation was initiated in Jan 2005 based on a petition filed by MPI Polyester Industries (Malaysia) Sdn Bhd on behalf of the domestic industry producing PET resin, used in production of bottles, films, sheets and strap. As a result of the preliminary investigations, provisional anti-dumping duties were imposed effective from June 25, 2005 but with the confirmation, definitive anti-dumping duties will be imposed accordingly.
For Chinese Taipei, anti-dumping duties of 30.74% is imposed on Forlin Corporation, 5.14% on Far Eastern Textile Ltd, nil for Nan Ya Plastics Corporation, and stands at 30.74% but for other producer/exporter.
For Indonesia, PT Bakrie/Kasei Corporation, PT Petnesia Resindo and others have been levied with 17.69% duties, PT Indorama Synthetics Tbk at 11.62%, PT Polypet Karyapersada 2.17% and 0% for PT SK Keris.
For Korea, anti-dumping duties of 17.09% is imposed on Daehan Ltd, Honam Petrochemical Corporation, Kohap Ltd, Sam Yan Co, Saehan Industries Inc., SK Chemicals, Tongkook Synthetic Fibres Co. Ltd and others.
For Thailand, Indorama Chemicals (Thailand) Co. Ltd, Thai Shinkong Industry Corporation and others are imposed duties of 49.25% each while 36.45% is imposed on Thai PET Resin Co Ltd, 5.33% on Bangkok Polyester Public Company Ltd and nil for Indorama Polymers Public Company Ltd.
