Port infrastructure, synergies with petrochemicals to influence Tamaulipas refinery site

State oil company Pemex's new refinery would require construction of a 400 km, US$565 mln multipurpose pipeline running to the city of San Luis Potosí. Another US$6 mln would be needed for an oil pipeline, US$500,000 for a gas interconnection and US$15 mln for a dock. The governor of Tamaulipas state has presented a proposal for the construction of Pemex's new refinery at Altamira port, the location of Pemex's first LNG terminal. The factors that have mainly influenced the planned location are existing port infrastructure and potential synergies with the petrochemical industry. The location is deemed strategic due to its proximity to the Chicontepec field in Veracruz and Puebla states as well as to deepwater areas.
