Total Petrochemicals USA begins restart process at Port Arthur oil refinery

Total Petrochemicals USA has embarked on the process of restarting several processing units at its Port Arthur, Texas, oil refinery after a lightning strike forced shutdowns, the company said in a report to Texas state environmental regulator. The incident occurred at around 7:50 p.m. EDT on Tuesday which resulted in emissions to be routed to the plant's flare gas recovery (FGR) system. As per the filing, “ It appears that (a) lightning strike shutdown several units over-supplying the FGR system leading to diversion of the additional emissions to the flare system. Units are being restarted as quickly as possible. (The) Flare gas recovery is being utilized to the maximum extent possible". The report listed the coker flare, north and south flare and plantwide as the sources of the emissions related to the event.
