The expansion project STEP III being planned by Borouge, a joint venture between Abu Dhabi National Oil Company and Copenhagen-based Borealis A/S is to have Foster Wheeler as its project management consultancy (PMC) for the petrochemicals facility at Ruwais, United Arab Emirates. Though details of the Foster Wheeler contract is not yet disclosed, the project is intended to be complete by 2010.
Foster Wheeler is to provide professional project management, project control and engineering services to assist Borouge's management team in scope definition, front-end engineering design (FEED), contracting, scheduling, and environmental impact assessment up to awarding EPC contracts with an option for services during the EPC phase of the project.
The new project intends to comprises a new ethylene complex including about 1.4 million tpa ethane cracker, about 540,000 tpa polyethylene unit, two 400,000 mtpa polypropylene units, an olefins conversion unit and associated offsites and utilities. These will be an addition to the already existing Borouge facility that includes an ethane cracker with production of about 600,000 tpa and a polyethylene plant with production of about 580,000 tpa. The new polyethylene and polypropylene plants are to use Borealis' proprietary Borstar technology.
Being more than double the capacity of the existing ethane cracking and polyethylene production units, this unit may also enable Borogue to mark its entry into the polypropylene market.
