Idemitsu Kosan Co, Japan’s second-largest refiner, is considering an oil refining and petrochemicals venture costing more than US$2 billion in Vietnam. Idemitsu is expected to sign an initial agreement to study participation in Vietnam’s second refinery project, to build a plant to process about 140,000 bpd by 2015.
