The Governments of number two and three supplier of intermediate petrochemical products in ASEAN; Thailand and Malaysia are pursuing their individual demands for compensation from the Philippines. The Philippine government has exempted the 11 intermediate petrochemical products (polyethylene (PE), polypropylene (PP) and PP with co-polymers, expansible polystyrene (PS), polyvinyl chloride (PVC), plasticized and non-plasticized PVC) from the CEPT under Executive Order 161 issued in January 2003 in an effort to give reprieve to the midstream petrochemical industry.
Thailand and Malaysia had both asked for compensation, but the Philippines prffered to settle issues with its number one supplier- Singapore as it was the most affected by the Philippine decision to delay tariff cuts on these items from the ASEAN's Common Effective Preferential Tariff scheme. The government has reportedly settled with Singapore via tariff offsetting or the granting of lower tariffs on some of its electronics and petrochemical exports to the Philippines.
