China National Offshore Oil Corporation (CNOOC), has plans for a 10 mln ton refining and 1 mln ton ethylene complex in Dongying City, Shandong Province. The complex and supporting equipment will need a total investment of CNY 45 bln. The preliminary preparations have been launched for the pre-feasibility study, and the application is expected to be submitted to the National Development and Reform Commission (NDRC) within this year.
