CNOOC’s Huizhou refinery expansion planned at outlay of US$6.5 bln

In a move that will almost double refinery capacity, CNOOC has planned an investment outlay of US$6.5 bln (44.2 bln yuan). CNOOC has inked an agreement with the Huizhou city government of Guangdong province to bring crude processing capacity to 22 mln tpa from 12 mln tpa by 2015, as well as addition of a 1 mln tpa ethylene complex. Approval from other central government agencies such as the National Development and Reform Commission are awaited before the expansion plan can get underway.
