An output cut, if approved by consensus of other OPEC members, will not meet opposition from Kuwait. However, Kuwait feels it is premature to determine whether there is a need to reduce output or not, and agrees with the views of OPEC oil ministers regarding a solution to the surplus in the oil markets. OPEC is to meet in the Nigerian capital, Abuja, on December 14.
