Record high retail gasoline prices have taken their toll on refiners as gasoline demand continues to be weak. Japan's largest oil refiner, Nippon Oil Corp. is mulling building facilities that employ a new technology enabling more efficient extraction of petrochemical products from heavy fuel oil. The refiner has been conducting research and development on the new technology to coincide with a fluctuation in demand that allows for the extraction of more propylene from heavy oil, in place of gasoline.
