According to China's National Development and Reform Commission, the mainland's top economic planning think-tank, the world's second largest energy consumer after US plans to build 9 crude oil refining bases in along the coastal areas by 2011. The report by the economic planning agency said China will have 440 mln tpa crude oil refining capacity by the stipulated time. In addition, the world's most populated economy will also push for JV refinery assignments with companies from oil-rich nations like Venezuela, Qatar and Russia. As a part of Chinese government's US$585 bln (CNY 4 trillion) stimulus package for petrochem sector, Ningbo, Nanjing and Shanghai will house 3 new refining bases (of 30 mln tpa crude refining capacity each). The remaining 6 bases (of 20 mln tpa crude refining capacity each) will be erected in Guangzhou, Quanzhou and Tianjin.
