Total Petrochemicals, which is seeking tax breaks for a US$900 million proposed expansion project, has got initial approval from Jefferson County Commissioners Court. The Port Arthur refinery is competing with plants in Venezuela and Canada for the low-end conversion unit project. If Port Arthur gets the US$900 million project, it could be in the running for an additional US$1 billion in investment.
