The following four guidelines have been proposed for the development of China's petrochemical industry during the country's 11th Five-Year Program period (2006-2010):
* Strictly controlling small and low-efficiency oil refining capacities and capacities in regions where oil products are oversupplied, optimizing crude resource allocation, improving the structure and distribution of the oil refining industry.
* Improving supporting crude oil and oil products storage and transport facilities.
* Continuing to implement transformation and expansion projects aimed at lowering energy costs and sharpening competitiveness
* Speeding up the development of such chemical products as synthetic resin, synthetic fiber monomers and synthetic rubber.
