The Rs.54 billion (US$1.18 million) integrated petrochem project in Assam's Dibrugarh district - the Assam Gas Cracker is expected to turnaround the economy of North eastern India. Assam Gas Cracker, to be implemented n 5 years time. 70% shares are to be held by the Gas Authority of India Limited (GAIL) and the balance 30% equity is to be shared equally among Oil India Ltd (OIL), Numaligarh Refinery Ltd (NRL) and the Assam government. The feedstock for the petrochemical project, natural gas and naphtha, is to be provided by OIL, ONGC and the NRL. The petrochemical complex would comprise a cracker unit, and units to produce 220,000 tons polyethylene, 60,000 tons polypropylene, 55,000 tons of raw pyrolysis gasoline and 12,500 tons of fuel oil pa.
The Gas Cracker project will lead to investments in an estimated 500 downstream plastic processing units and allied activities an is expected to help an estimated 100,000 people get employment. The Assam government has agreed to grant exemption from entry tax on capital goods, works contract tax during the construction period, sales tax and VAT on feedstock for 15 years from the date of commencement of production.
