The Fushun plant is among the least efficient refineries under PetroChina, burdened by its under-scale, old refining units that push processing costs higher than average. PetroChina has embarked upon work to revamp its old refining facilities in northeast Fushun, but will keep the plant's capacity unchanged. The plant would also add new secondary units to replace old ones by mid-2009, but its total crude run capacity would remain unchanged at 200,000 bpd.
Building of a 800,000 tpa ethylene plant has commenced at the same site, under a combined program estimated to cost US$2.5 billion. The new ethylene facility is due for completion by mid-2010.
