West Bengal's is pursuing public sector major Indian Oil Corp (IOC) to anchor the proposed petrochemical hub at Haldia. IOC already has a refinery in Haldia, hence the PSU is keen on the hub, as an expansion of its refinery will create problems relating to off take of products. Creating more downstream industries in the state that would absorb the petrochem production would become essential to avoid diseconomies.
A committee headed by petroleum secretary M S Srinivasan had identified Haldia in West Bengal, Paradip in Orissa, Dahej in Gujarat, Visakhapatnam in Andhra Pradesh, Mangalore in Karnataka, Kochi in Kerala and Panipat in Haryana as sites for petrochemical hubs. Each location already has a refinery, a prerequisite for such a hub.
